Your despatch 27th March Circular Leave and Passages. My view generally on the matter referred to are indicated in new General Orders 158 159 and 178 copies of which accompanied Southorn's
92658132 despatch of 9th August 1932 No 379 and in which I concurred. I favo normal period if resident service of 4 years to be reduced to 3 for Officers who have attained 45 years with 20 years Colonial Service. Similar reduction might be allowed to Officers of 50 without provise as to length of service. I would prefer to revert to principåk of including voyage in period of leave with ordinary rates of 1 day for 5 days resident service but 4 days for 15 in case of the older Officers referred to. Within this Colony there are no climatic differences between stations. Passage allowance should ordinarily be at the rate of 1/1460 for each day of resident service but at the rate of 1/1095 in case of the older Officers. Similar allowance should be granted in respect of each tour of service for wife and sons who have not attained the age of 16 and unmarried dependent daughters but I would limit total grants to 3 full fares passages in addition to Officers own passages. At present Officers whose salary scales go above £800 per annum and Nursing Sisters and Schoolmistresses are granted first class passages. I recommend raising dividing line to £825.
